Why the Northern Territory?
The Northern Territory (NT) Government has opened its nomination program for the National Innovation Visa. The NT Government, through MigrationNT uses a referral-only nomination model, ensuring nominations are targeted, high-calibre, and aligned with NT priorities.
If you are nominated by the NT Government, your NIV Expression of Interest (EOI) to the Department of Home Affairs is classified under Priority Two processing, which significantly accelerates its evaluation.

Who Is Eligible for the Northern Territory’s Nomination?
MigrationNT does not accept nomination requests directly from individual candidates. To be eligible for Northern Territory nomination, candidates must:
- Have a formal referral from an eligible NT-based organisation that is relevant to or operating in the same (or a closely related) field as the candidate's area of expertise.
- Demonstrate an internationally recognised record of exceptional and outstanding achievement in their field.
- Propose activities that directly align with the NT's economic and regional priorities.
- Satisfy the core Department of Home Affairs criteria for the Subclass 858 visa.
Eligible NT-based organisations that can provide a referral include:
- Peak industry bodies
- Government agencies
- NT-based venture capital funds, accelerators, or incubators
- Research and education institutions
Northern Territory Priority Sectors
NT nomination preference is given to candidates whose work supports one or more of the following NT Priority sectors:
- Gas, mining, and resources
- Defence and aerospace
- Tourism and creative industries
- Agriculture, ag-tech, and food
- Innovation, renewables, and low-emissions technologies
What Counts as Exceptional?
MigrationNT evaluates nomination referrals against the Department of Home Affairs indicators of exceptional and outstanding achievement (in line with Ministerial Direction No. 112). They look for indicators such as:
- Internationally recognised awards
- Major research contributions
- Innovative investment activity
- Intellectual property and patents
- Entrepreneurial success
- Elite sporting or creative distinction
The Application Process in Five Steps
Step 1: Engage with an eligible NT-based organisation.
Candidates must first establish genuine engagement with an eligible NT-based organisation relevant to their area of expertise.
Step 2: Assessment and referral by the NT-based organisation
Referrals cannot be submitted by the candidate. The NT-based organisation must email the referral directly to MigrationNT. This must include a signed letter on official letterhead outlining your exceptional achievements, expected contribution to the NT (e.g., innovation, research, investment, workforce), your ability to establish yourself independently without difficulty, and your commitment to reside in the NT.
Step 3: MigrationNT assessment and nomination outcome
If the referral is supported, MigrationNT will contact you directly for any further documentation. If successful, you will be issued a completed Form 1000 and a letter of support.
Step 4: Submit your Expression of Interest (EOI)
You must submit an Expression of Interest to the Department of Home Affairs, attaching your NT nomination (Form 1000). Nominated candidates receive Priority Two consideration.
Step 5: Invitation to apply for the NIV
If your EOI is approved, you will receive a formal invitation from the Department of Home Affairs to lodge a National Innovation Visa application. (Note: Nomination does not guarantee a visa invitation. The Department of Home Affairs makes the final decision).
